Spencer Noecker – A Reformer of Cannabis Commerce and an Industrialist by Birth

A Reformist venture into a stigmatised industry

A collaboration between Spencer Noecker and his sister Lauren Noecker Robert led to the development of their brainchild- NFN Investments. NFN Investments, founded in 2008 and based in Oregon, was a real estate investment venture. 

NFN Investments is now known as NBP Capital. NBP Capital aims to cater to various businesses such as investment management, property management, development, construction and hospitality. NBP Capital claims that one of its guiding principles is to make a positive contribution to the urban landscape. NBP Capital owns and develops several asset classes such as multi-family, industrial, office, etc. 

Spencer Noecker is the founder of Groundworks Industries, which he started in 2014.  Groundworks Industries targets to exploit the expansive potential of the cannabis industry and reshape the narrative around “progressive cannabis culture”. The industry maintains that they take care of production,processing,distribution,services and retail.The business model of both NBP Capital and Groundworks Industries is based on vertically integrated strategy.

Noecker is also the founder and owner of PDX Investments. PDX Investments is a commercial real estate owning company based on cannabis investments in Oregon and California. The company enters into lease agreements with Groundworks Industries, which is a related cannabis based company. PDX is restricted to the real estate holding arm of the Groundworks Industries.

Spencer Noecker’s Journey 

Noecker grew up in a business oriented family and that might have contributed to his entrepreneurial spirit. His grandfather started a shop in 1950 that rapidly turned into an interior woodworking company. His Grandfather’s firm “created and installed fine woodworking in hotel lobbies,libraries,offices all over the US”.Growing up in a family which had experience with commercial and industrial skills must have resulted in the developed business strategies of Noecker’s ventures. Noecker has earned a Bachelor’s degree in Economics from The University of Oregon.

Spencer Noecker’s Views on Cannabis Reforms

Noecker has been vocal about changing the image of the cannabis industry. He supported change in state’s criminal laws after legalisation of marijuana and has urged his employees to contribute to the legal framework that governs the legal cannabis industry. His organisation Groundworks Industries led projects that advocated for decreasing or eradicating cannabis related crime and making cannabis possession and related crimes eligible for expungement. Noecker supports law-makers who are dedicated to building a strong and reliable legal cannabis industry and reforming discriminatory criminal laws.His company is a founding member of OCA – Oregon Cannabis Association. Noecker and OCA have provided assistance to the working of expungement clinics. Noecker strongly supports the movement to establish a state cannabis social equity program.

Vision for the Groundworks Industries

Noecker utilised his experience of running a vertically integrated real estate company to form a vertically integrated cannabis industrial company in 2014. According to Jeremy Plumb, Director of Production Science at Groundworks Industries, “Under Spencer Noecker’s guidance, the Groundworks industries has built one of the most progressive and technically advanced cannabis production facility in the US”.
