It’s hard to imagine, but gambling at one point in America was illegal in many different states. While activities like playing cards were common practice for most of the population, the consensus amongst many citizens and government officials was that gambling was a bad habit that caused some to bet away their entire paycheck without spending any of it on their family or other social ills. However, over time, attitudes began to change, and state governments began to see the positive impact gambling could have in their states, so many began rewriting their laws to legalize gambling. This legalization helped to change citizens’ attitudes toward gambling as they began to notice the benefits of gambling. But even now that most states allow for gambling, there remains a negative stigma in certain portions of the population.

Gambling in Iowa has been legal since 1972 after the people of the state voted on it in a referendum. The amendments managed to garner 68% of the vote. However, only two years after the vote, the state placed a ban on craps, blackjacks, and bookmaking offices. Games like bingo and raffles were allowed but could only occur if designated organizations ran them. This strongly prevented gambling institutions and a positive image of gambling from taking hold in the state.
Thankfully, the state began to loosen its restrictions in 1983, when pari-mutuel gambling was allowed at the horse and dog racetrack. They authorized a state lottery in 1985 and allowed slot machines at pari-mutuel race tracks in 1994. Slowly but surely, the restrictions on gambling were reduced within the state, with the significant step of allowing sports betting in 2019 for anyone who went to an Iowa casino and registered for a mobile sportsbook. However, in 2021, the law was revised so that players no longer had to go to a physical casino to register; they could now do it online.
How is Gambling Viewed in the State Today?
The gambling image within Iowa has gone through its low and high points. Citizens of Iowa held a positive view of gambling in the 70s, which is why the referendum passed in 1972. However, these views quickly turned negative thanks partly to restrictions that only allowed gambling within the state under specific conditions. These restrictions not only prevented people from being exposed to gambling but also allowed for negative stereotypes to become the dominant rhetoric.
But once again, these attitudes shifted by the beginning of the 21st century, thanks to loosened restrictions, which allowed more traditional casinos to pop up and showcase the positive aspects of gambling.
These casinos have helped create jobs by employing locals and increasing the number of tourists, leading to more small businesses. On top of that, they provide another revenue source to the state, allowing them to improve the lives of their citizens.
For all of these reasons, people have a positive image when they think of gambling.
However, even with positive sentiment rising, there remains a portion of the population that maintains a negative viewpoint about gambling. Many hold onto the belief that most people are wasting away their pay checks on gambling instead of feeding their family, or it leads to bad habits like drug use. With the rise of online gambling, others hold fears about gambling addictions and worry about the lack of resources available to help counter this new ordeal.
This group has sought to make their voices and concerns heard by local government officials, but their impact is minimal, and they remain a small portion of the population.
While many who view gambling as a positive thing can sympathize and agree that additional resources are necessary for individuals with addictions. Others see this issue or the issues of people gambling away their pay check as a fall fraction of gamblers and that most people gamble responsibly.
