Firefighters, local police and defense personnel continued to search mud-swamped houses in Atami, Shizuoka Prefecture, and remove debris after after a mudslide ravaged the town. 23 people were rescued in the effort on Sunday.
The mudslide is said to have been triggered by a two day period of torrential rain in the city.
One person was reported injured and over 560 people took shelter in local hotels, according to city officials.
The city authorities have identified one of the dead as 82-year-old Chiyose Suzuki, the two other female victims are yet to be identified.
Prime Minister Yoshihide Suga told reporters that rescuers will continue looking for those believed to be buried in the mud.
